MCAG Releases Draft Framework for 21 Day Comment Period
Based on the input and feedback received, MCAG proposes a Draft REAP 2.0 Program Framework that consists of two major components:
Local Suballocation Grant Program (25%) to cities and the County to implement sixth cycle housing elements with an emphasis on supporting activities that meet all the REAP 2.0 objectives
- Rezoning and updating planning documents, development standards, and zoning ordinances, including general plans, community plans, and specific plans.
- Performing infrastructure planning and upgrades, including for sewers, water systems, transit, active transportation, or other public facilities necessary to enable reduction in Per Capita VMT and accelerate infill development
- Revamping local planning processes to accelerate infill development
- Completing environmental clearance to eliminate the need for project-specific review for infill development
Regional Competitive Grant Program (75%) developed and administered by MCAG that supports all REAP 2.0 objectives
- Proposed primary applicants to include local jurisdictions and transit agencies
- Priority focus on implementation projects
- Guidelines, criteria, and application will be developed in early 2023
MCAG welcomes comments on the draft program framework and encourages comments and feedback to be submitted to meg.prince@mcagov.org by November 29, 2022. The MCAG Governing Board will be asked to approve a draft program framework for inclusion in MCAG’s full application which is due to the State by December 31, 2022.

MCAG Launches Online Survey, Hosts Regional REAP 2.0 Workshops
MCAG is seeking your feedback! Following the launch of our online survey to gather feedback, MCAG is hosting facilitated discussions to hear from community members about their priorities to inform our Regional Early Action Planning Grant Program of 2021 (REAP 2.0) grant application to the state. REAP 2.0 is a flexible program that seeks to accelerate infill housing development, reduce Vehicle Miles Traveled (VMT), increase housing supply at all affordability levels, affirmatively further fair housing, and facilitate the implementation of adopted regional and local plans to achieve these goals. MCAG is eligible for up to $3.9 million in funding.
Facilitated discussions will occur from October 10th to October 21st and will be both in-person and virtual. More information about the virtual and in person sessions can be found here. Workshops will have Spanish, Hmong, Punjabi and Portuguese interpretation.
